This workshop will encourage thinking about future opportunities for FLEET using a Responsible Innovation framework called the ‘Five Ps’ [1]
The ‘Five Ps’ framework is a simple scaffold for a transdisciplinary conversation exploring the interactions between four zones of interventions in four steps:
1. How the same Problem can be framed in different zones
2. What the anticipated response will be for each zone
3. What the corresponding likely outcome might be at each zone
4. What the likely interactions will be between outcomes in each zone
By building a shared understanding of relationships between elements of a socio-technical system, we create a context for responsible system-level innovation.
This workshop will specifically explore the opportunities for FLEET in line with the five themes of the National Quantum Strategy:
• Theme 1: Thriving research and development, investment in and use of quantum technologies
• Theme 2: Securing access to essential quantum infrastructure and materials
• Theme 3: A skilled and growing quantum workforce
• Theme 4: Standards and frameworks that support national interests
• Theme 5: A trusted, ethical and inclusive quantum ecosystem
The goal of the workshop is to identify opportunities for FLEET aligned with the National Quantum Strategy themes. Worksheet data collected during the session will remain with FLEET.

Dr Chris A. Browne’s research and teaching focus is on building the literacy of systems concepts in socio-technical problems including problem-solving methodology, and strategies for developing intuition of dynamic systems. These approaches are applied to broad application spaces, such as responsible innovation, healthcare, critical infrastructure, climate change and education.
Chris holds a PhD, BEng(Hons) and BAsianStudies from The Australian National University, is a Senior Fellow of the Higher Education Academy and a Certified Systems Engineering Professional. He currently serves as President of the Oceania Chapter of the System Dynamics Society, and is a member of the Responsible Innovation Lab at The Australian National University.
